The Truth About the Berenstain Bears

Somewhere in Canada, 1940.

Local bioengineers have been working on a top secret experiment where they genetically modify seven bears, to see how intelligent they can make them. The experiment is a success: the bears they raise are hyper intelligent, making them the mental equivalent of a human being. But things go horribly wrong. The bears become aware of what's happening to them, and, after a few weeks of planning, kill their captors and flee the lab one night, leaving a macabre scene of mauled scientists and security guards behind.

The bears rushed out into the forest, confused by their new surroundings, unsure of what to do; their plan hadn't really gotten further than leaving the lab. They hear a horrible loud noise, and realize there is a human with a gun, intent on killing them. The bears go into a frenzy and kill him. They are overcome, now, with the knowledge that the evil scientists back at the lab weren't unique-- all humans were evil and wished them harm.

With that, the bears figured out what they needed to do. They systematically went from house to house, in the dark, killing everyone they came across in their sleep when they completely unaware of what was going on. By morning time, nearly an entire town had been massacred, and the bears went about trying to figure out how best to deal with the situation.

By the time the next town over figured out that there was something wrong and sent out the authorities, the bears had begun wearing people clothes and learning to prepare food on their own. When the authorities discovered this horror, suddenly things became too complicated-- these bears couldn't just be killed off, they were sentient creatures, and, moreover, the only of their kind. If they were killed it'd be genocide.

The authorities decided to leave them be. The bears could live however they wanted to live, provided they never left their town.

This was in the 1940s, and by now, there have been four generations of bears; the oldest are now dead, and their children have grandchildren. Being bears and sentient but lacking the training, knowledge, and no-how of creating technology, the bears simply learned how machines from 1940 worked, and repaired and made things based on then-current. This is why, in the show Berenstain Bears, they seem to be stuck 50 years in the past; they dress old fashioned with no explanation (they're smart, but they're still bears-- they don't know better), and they drive around in old fashioned cars, using wood-burning stoves and occasionally living in trees.

The outside world is very much aware of this small town in Canada populated by sentient bears, and has them under constant surveillance. If any bear were to move past the territorial line, there would be war.
