What the heck was up with the Emergency Broadcast System?

Do you remember those Emergency Broadcast System signal interruptions? What did 30 seconds of a horrible noise have to do with warning me of emergencies? Wasn't there a better way of testing the system without interrupting my previously scheduled day-time tv commercials with, I dunno what that was, a modem trying to connect? I never understood exactly what the hell was going on. And I haven't even seen one in years. Do they still have them? Did they just change the definition of "emergency" so they don't have to run EBS tests anymore? What gives?
